With reference to Mr. Severn's Confidential

Despatch of 27th. of last June, I have the honour to transmit for your information copies of the correspondence noted in the margin.

Just as the establishment in the autumn of

1901 of the Chinese posts referred to in my letter enabled this Covernment to reduce the large force of Police stationed on the mainland of the New Territories so the recent withdrawal of those posts has necessitated an increase in that force for which I have made provision in the Estimates for next year.

I have at present under consideration a re- -organization of the New Territories Force with a view to increas- -ing its efficiency and I shall address you in a later Despatch on the subject.
